The Working Paper Series 2017 of NUMIES is a publication of the Millennium Center for Energy and Society Research (NUMIES) funded by the Millennium Science Initiative ICM, Chile. This publication seeks to make available the work of researchers of NUMIES, providing early access to research not-yet published. All the publications of this series will also be available at NUMIES website www.energiaysociedad.cl The Millennium Center for Energy and Society Research (NUMIES) seeks to understand energy production, distribution and consumption, with a particular focus in Chile, from a socio-technical perspective. Its goal is to enrich the traditional approach to energy issues in Chile by incorporating social and cultural factors, an analytical perspective that has so far played a marginal role in the analysis and development of concrete interventions in the national energy sector.
