PhD in Computer Science at Université Pierre et Marie Curie (UPMC) (1986) and PosDoc at ICSI/Berkeley, USA (1995) and Paris Saclay, France (2016). Full Professor at Salvador University (UNIFACS) (since 2000). International Professor at Hochschule für Techknik und Wirtschaft des Saarlandes (HTW), Germany (since 2004) and Université d'Evry, France, teaching PhD courses in Computer Science. Head of NUPERC and IPQoS research groups with research interests on Resource Allocation, SDN/OpenFlow, Cognitive Management, Artificial Intelligence, IoT, Smart City and Smart Grid. More than 140 research contributions in journals, conferences and book chapters. Previously worked as Invited Professor at UPMC and INT in France and as key speaker for international congresses and companies in Brazil, Europe and US. Active presence at R&D international community with IFIP 3.2, IEEE COMSOC Awards Committee, IEEE Smart City and Smart Grid Research Committees, IEEE CGAA, Ad-hoc consultant INEP, CAPES, CNPq.
