Deaths and mortality in Greece and the European Union during the COVID-19 pandemic (in Greek)

ABSTRACT

The COVID-19 pandemic led to a significant increase in deaths and to a decrease in life expectancy, both in Greece and in all EU member states. Whether Greece was more or less affected than other European countries is a recurring question in the public debate and the media. To answer to this question, the indicator “deaths by COVID-19 per 1 million inhabitants” is often used, on the basis of which Greece ranks 7th among the 27 EU countries. However, this indicator is in part problematic, as it is affected both by the different distribution of the population by major age groups (see demographic ageing) and by the different methods that are used to record the deaths attributable to the COVID-19 virus. Given that there are yet no specific comparative indicators available (such as, for example, the probability of death by cause and by age), we created a second country-ranking, based on changes in average life expectancy at birth between 2019 and 2021. This indicator is not affected by the differences in demographic ageing and in methods of recording the deaths by COVID-198. In this new ranking, which captures the impact of COVID-19 implicitly, Greece is simply in a better position (11th), ahead of the ten former socialist countries which are characterized by much more significant reductions in life expectancy.

Greece's recorded unfavourable position in comparison to most of the EU member-states is due to its lower capacity to halt the spread of the virus, and, above all, to the weaknesses of its public health system. These weaknesses, which existed before the pandemic, became even more evident during the pandemic, and their impact was reflected in life expectancy, resulting in greater losses than in the majority of the EU countries.

  

ΠΕΡΙΛΗΨΗ

Η πανδημία COVID-19 οδήγησε σε μια σημαντική άνοδο των θανάτων και σε μια μείωση των προσδόκιμων ζωής, τόσο στην Ελλάδα όσο και στις άλλες χώρες μέλη της ΕΕ. Το ερώτημα εάν η Ελλάδα θίχθηκε περισσότερο ή λιγότερο από αυτές επανέρχεται συχνά στον δημόσιο διάλογο και στα ΜΜΕ, και για την απάντησή του χρησιμοποιείται συχνά ο δείκτης «θάνατοι από COVID-19 ανά 1 εκατομμύριο κάτοικων», με βάση τον οποίον η Ελλάδα βρίσκεται στην 7η χειρότερη θέση ανάμεσα στις 27 χώρες της ΕΕ. Ωστόσο, ο δείκτης αυτός είναι εν μέρει προβληματικός, καθώς επηρεάζεται τόσο από τη διαφοροποιημένη ανά μεγάλες ηλικιακές ομάδες κατανομή του πληθυσμού (βλ. γήρανση) όσο και από την διαφοροποιημένη ανάμεσα στις χώρες καταγραφή των θανάτων που οφείλονται στον συγκεκριμένο ιό. Μην έχοντας ακόμη στη διάθεσή μας εξειδικευμένους συγκριτικούς δείκτες (όπως πχ οι πιθανότητες θανάτου ανά αιτία και ανά ηλικία), δημιουργήσαμε μια δεύτερη κατάταξη με βάση τις μεταβολές, στις 27 χώρες της ΕΕ, του προσδόκιμου ζωής στη γέννηση ανάμεσα στο 2019 και το 2021. Ο δείκτης αυτός, που δεν επηρεάζεται από τη διαφοροποιημένη γήρανση και τη διαφοροποιημένη καταγραφή των θανάτων, αποτυπώνει, εμμέσως πλην σαφώς, τις επιπτώσεις του COVID-19 σε κάθε χώρα. Η Ελλάδα καταλαμβάνει στη νέα αυτή κατάταξη απλώς μια καλύτερη θέση (την 11η), καθώς προηγούνται οι 10 πρώην σοσιαλιστικές χώρες με ακόμη μεγαλύτερες μειώσεις ετών ζωής από αυτήν.

Η δυσμενής θέση της Ελλάδας σε σχέση με τις περισσότερες χώρες-μέλη της ΕΕ οφείλεται στη μικρότερη ικανότητα ανάσχεσης της διάχυσης του ιού και, κυρίως, στις αδυναμίες του δημοσίου συστήματος υγείας της. Οι αδυναμίες αυτές, που προϋπήρχαν της πανδημίας, αναδείχθηκαν ακόμη περισσότερο κατά τη διάρκειά της, ενώ οι επιπτώσεις τους αποτυπώθηκαν και στα προσδόκιμα ζωής, με αποτέλεσμα τις μεγαλύτερες μειώσεις τους σε σχέση με την πλειοψηφία των χωρών της ΕΕ.
