The environmental crisis has raised public awareness of environmental problems, leading companies and entities to offer environmental education projects and programs (EEPP) to schools. However, these can involve environmental education (EE) of dubious quality that hides environmental malpractice—a strategy known as “greenwashing.” This study designed and validated a tool to identify these deceptive practices and assess the quality of EEPPs. The Delphi method with a panel of 10 experts in environmental education and communication was adopted. Two rounds of questionnaire-result-questionnaire consultation established and assessed criteria and indicators based on theoretical frameworks on greenwashing and quality in EE. The results generated a tool comprising 8 criteria and 43 indicators. This study highlights the importance of developing an instrument for assessing EEPPs currently offered to schools; this can provide teachers and educators with resources to identify these deceptive practices and recognize the quality of EE in their professional development.
