The Bilingual Education System Arrangement Grid combines two continuums to describe arrangements, or teacher practices, within a bilingual education system.

The learning continuum distinguishes how a teacher emphasizes teaching academic content versus teaching about a language (e.g., mechanics, language structures, etc.). The continuum spans from being content learning, meaning a mostly exclusive focus on academic content, to language learning, meaning mostly focused on language aspects (a foreign language class).

The language continuum describes the balance of the target language with the local language. Target language dominant represents arrangements where the target language is almost exclusively used. Local language dominant describes a typical setting where instruction is mostly in the local language. Language multiplicity is where both languages are used for instruction and learning.
