THE MUNICIPALITY AS A SPACE FOR CONSOLIDATION OF RIGHTS: HEALTH AS COMMON COMMUNITY
In contemporary times, constant social transformations provide humanity with a continuous evolutionary process of construction and deconstruction. It is noticed that along with each advancement one can also have a retrocession, as well as to each conquest of right one can have the limitation of this own right. However, in this current scenario, it is also seen that it is only in humanity and through humanity that this situation can be altered, ie it is from this context that one can think of another space capable of neutralizing inequalities and providing rights . In these terms, the present text aims to foment the discussion about this propulsory space of rights - the Municipality. And, in particular, to demonstrate that it is in this space that possibilities are available to discuss the access and fulfillment of the right to health as a common good for the whole community. Therefore, following this ideology through a bibliographic study that follows the hypothetical deductive method, it is possible to perceive that the health conditions of a population can be an important indicator of how humankind is human or inhuman, Of law drives the effectiveness of citizenship.
