Born in Caripito, Monagas (Venezuela). He studied at the FAV Technical School; mention navigation and bomber. He specialized in the area of data communications, computer security and related subjects. Field technician at the Oceanographic Institute of Venezuela: oceanography, geophysics and satellite image processing. Graduate in Physics from the Universidad de Oriente (Venezuela). His degree thesis referred to the study of the Cortical Profile of the Cariaco Gulf Basin; He participated in various theoretical and field research; He has several scientific publications. He was a professor at UNEFA, head of the Networks department of the UDO Teleinformatics Coordination and director of the Municipal Cadastre Office of the City of Cumaná (2004-2006). He studies ancient cartography and the history of the City of Cumaná; research that he has made known in books, publications, talks, interviews and conferences.
