Dr. Shpresa Kaçiku Baljija is Executive Director at the ASTERA Management and Leadership Institute. Dr. Kaçiku Baljija has completed Ph.D. studies in Public Governance and Administration at SEEU and has specialized in Management and Leadership studies at the University of California Berkeley. She has managed programs/projects for international organizations, including the United Nations Development Programme, National Democratic Institute for International Affairs, Foundation for Open Society, etc. She has worked as a consultant, adviser, and expert for government institutions including the Office of the Prime Minister of the Republic of Kosovo, the Ministry of Public Administration, etc. During 2014 – 2016 she has worked for the Executive Office of Capacity Development Facility Project for Public Administration Reform, funded by the Royal Norwegian Embassy in Kosovo - where she has managed over 170 local and international experts assigned to various ministries and public agencies.
