Transformative policy mixes and enabling conditions: engaging SMEs in urban sustainability transitions

This thesis explores transformative policy mixes and enabling conditions to promote SME-inclusive urban sustainability transitions. It draws from two sustainability transition case studies in metropolitan Melbourne, Australia: net zero emissions by 2050 (NZE 2050) and Halving food waste by 2030 policy targets and the participation of hospitality SMEs. Through this investigation, the thesis identifies six transformative characteristics of transition policies and five enabling conditions that support engaging SMEs in urban sustainability transitions.
