American diplomatic relations with Rumania, 1921-1930
Sources available to the American student for the study of United States-Rumanian relations during the 1920's are basically restricted to newspaper accounts, United States government records on file in the National Archives, and the Library of Congress collection of the personal papers of William S. Culbertson, American Minister to Rumania, 1925-1928. Newspaper reports do not provide continuity or accuracy; neither do they provide real insight into diplomatic relations. The Culbertson papers, insofar as they pertain to the actual diplomatic relations of the United States with Rumania, essentially duplicate the Department of State records. Therefore, the Department of State files at the National Archives become almost the sole source. Consequently, it must be recognized that this thesis is a presentation of official American attitudes and policy toward Rumania and does not pretend to be a composite picture of the overall relations between the two countries.
