To avoid negative impacts upon indigenous peoples by the construction and operation of astronomy research telescopes and structures, policies should require cultural impact studies and centrally position and meaningfully engage indigenous practitioners in the management of the sites for astronomy research. No federal monies should be expended on the construction or operation of the TMT on Mauna Kea.
