xSDK Community Package Policies 1.0.0

We are working toward the development of an Extreme-scale Scientific Software Development Kit (xSDK)---a collection of highly efficient independently developed mathematical libraries. Our package manager is Spack. This document provides a revised version of the xSDK community policies that are mandatory or recommended for xSDK member packages.
