This document was internally produced in late Spring, 2023, by Orange County Animal Care (OCAC) and its supervising agency, Orange County Community Resources, a branch of county government of Orange County, California. The document was originally not intended for public use and was obtained by the public via a California Public Records Act request. The document's title "Facts Related to Recent Media Articles.pdf" is the original title given to it by county administrators.

The document was produced internally within the county administrative apparatus and communicated to the elected Board of Supervisors (but not the public). The document outlines the administration's objections to criticisms of OC Animal Care in articles that appeared the local press. It is, accordingly, the county administration's view of its own performance. This document does not constitute an objective factual description of OC Animal Care metrics and operations, but rather a description of the county and shelter administrators' perception of shelter metrics and operational policies.

The document's value is that it illuminates at what level shelter metrics may or may not have been understood within the administration of a large government-run shelter in 2023.

Criticism of this document was subsequently articulated in published opinion: Animal Shelter Deteriorates as County Bureaucracy Keeps Supervisors in the Dark
