Historical districts play a crucial role in shaping urban cultural identity. Over time, these areas undergo various changes that lead to deterioration and loss of their historical value. The Sahib-al-Amar Square in Tabriz, Iran, historically significant yet currently lacking its former identity, requires strategic interventions for revitalization.
This study employs SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and the QSPM (Quantitative Strategic Planning Matrix) to identify key factors influencing the square and to formulate practical strategies for its revitalization. The Internal Factor Evaluation (IFE) highlights the strong presence of historic buildings as major strengths and identifies visual pollution and lack of security as key weaknesses. The External Factor Evaluation (EFE) recognizes the economic potential of the market as an opportunity, while issues such as broken windows and unauthorized encroachments pose significant threats.
Results from the QSPM matrix prioritize strategies including creating tourist arrangements, establishing protective regulations for historic buildings, modernizing land use around the square while preserving its historical role, developing nighttime activities, and limiting vehicle traffic within the complex.
The study concludes that an adaptive strategy is essential to enhance the physical and cultural environment by leveraging existing capabilities and opportunities. These strategies can contribute not only to preserving the heritage value of the square but also to boosting tourism, strengthening the local economy, and improving community well-being.
