Key stakeholders operating in the field of speed management in Queensland, Australia, are presented in this figure organised into an Actor Map, employing an adaptation of Rasmussen’s risk management framework (Rasmussen, 1997). Five hierarchical levels were deemed relevant and arranged based on their causal proximity to the occurrence of speed-related crashes.
