This is a scanned archival document of a proposed rulemaking issued by Francis M. Mullen, Jr., Acting Administrator of the Drug Enforcement Administration (DEA), originally written on July 20, 1984 and published in the Federal Register on July 27, 1984 (vol. 49, no. 146, pp. 30210–30211). The proposal recommended the placement of 3,4-methylenedioxymethamphetamine (MDMA), also known as an ingredient that may be present in the street drug 'Ecstasy', into Schedule I of the Controlled Substances Act (CSA) due to its high abuse potential, lack of accepted medical use, and insufficient safety profile.
