The research involved 166 village government officials selected through simple random sampling. Data were collected via questionnaires designed around variables including smart governance, digital literacy, SPBE, and public service quality. The findings reveal that higher levels of digital literacy among village government officials positively influence the quality of SPBE and public services, thereby advancing smart governance in Sidoarjo. Increased digital literacy directly correlates with improved electronic government system performance and enhanced public service delivery by village officials.
