Includes individual policy instruments identified within the text of each climate protection law and action plan analyzed in the city of Barcelona from 1984 until May 28, 2023. They are classified according to their degree of authoritative force: ‘hard’ -including regulatory and economic instruments with negative incentives-, and ‘soft’ -including public investments, organization, informational and voluntary instruments, and economic instruments focusing on positive incentives.

Furthermore, events of policy modification for the same city and period are also included and classified according to their degree of authoritative force, and to the expansive or dismantling direction.
