Since the establishment of the CESCR in 1985, qualitative methods have been the primary tool for enhancing the Covenant’s effectiveness. Yet, these approaches often fail to tackle the practical challenge of assessing progressive realization quantitatively, as called for by the Committee itself. While there has been considerable debate on selecting suitable indicators, a robust framework for applying these indicators within the Covenant’s legal standards has been lacking.
This manuscript breaks new ground by introducing a flexible legal evaluation methodology that can integrate diverse metrics, bridging the gap between quantitative indicators and the legal benchmarks of progressive realization. This approach not only advances the field by offering a practical solution for assessing state compliance but also strengthens the legal rigor of such evaluations. This original contribution makes the manuscript highly relevant and impactful, positioning it well for publication.
