Each line contains a vote. The columns are formatted as follows:

bill id | vote id (a bill may contain more than one vote) | vote year | vote type | vote number  | vote date | vote time | vote session id | congressmen name | congressmen id | congressmen state | congressmen party | congressmen vote | agreed with his/her party? -1 = no, 1 = yes | party vote
