الاقتصاد الأزرق المستدام: ركيزة أساسية لبلورة نموذج إستراتيجي تنموي جديد في الجزائر (تصور مقترح)

 هدفت هذه الدراسة إلى البحث عن كيفية استغلال الجزائر لمجالها البحري  ومواردها المائية، في توجهها نحو بلورة نموذج إستراتيجي تنموي جديد تحت  مظلة مفهوم الاقتصاد الأزرق لتعزيز التنمية المستدامة، وخلصت الدراسة في  الأخير إلى وضع نموذج مقترح يحقق ذلك، ينطلق من ثلاثية: الاستدامة،  الخصوصية الجهوية والقدرة على دمج النشاطات التجارية وغير التجارية في  استغلال الموارد المائية، وينتهي إلى تعزيز النمو الاقتصادي والإندماج  الاجتماعي في الجزائر. كما، خلصت الدراسة إلى أن الجزائر لديها إمكانات ونطاق لبلورة توجه حقيقي  واستراتيجي نحو الاقتصاد الأزرق المستدام، ولكن الالتزامات السياسية  القوية، والكثير من الأبحاث، والوعي المجتمعي والموقف لتحسين التبعية  مطلوبة لتحقيق الازدهار المستدام على المدى المتوسط الطويل في هذا المجال.

Abstract

This  study aimed at researching how Algeria exploits its maritime space and  water resources, in its direction towards crystallizing a new strategic  development model under the umbrella of the blue economy concept to  promote sustainable development, finally, the study concluded by  developing a proposed model that achieves this, based on the triad:  sustainability, regional specificity and the ability to integrate  commercial and non-commercial activities in the exploitation of water  resources, it ends with promoting economic growth and social inclusion  in Algeria  Moreover, the study concluded that Algeria has the potential and scope  to formulate a real and strategic direction towards a sustainable blue  economy. But strong political commitments, a lot of research, community  awareness and the attitude to improve dependency are required to achieve  sustainable, medium-term prosperity in this area.
