ECONOMIC INCENTIVE INSTRUMENTS POPULAR PARTICIPATION IN THE RENEWAL OF CITIES BY SOLAR ENERGY RESIDENTIAL USE IN URBAN CONTEXT: SUSTAINABILITY ISSUES AND ALTERNATIVES

The objective of this study is to analyze the current situation of the Brazilian economic instruments for increase popular participation to revitalize the cities, specifically on the employment of residential solar energy by Micro and Mini system generation to access on Energy Compensation System, ANEEL, with last rule by the technical note 0020/2012-SRD / ANEEL, advantages and disadvantages of solar energy for residential use, specifically large and medium cities families, cost effective and finally, economic instruments suggestions for encouraging this practice adoption. The research is characterized by a case study, whose object is the evaluation of the power system compensation cited by ANEEL, the Brazilian potential use of solar energy and economic instruments to facilitate the implementation cost for participation all social classes, avoiding access only by people with high purchasing power. This paper presents a qualitative and exploratory-descriptive bias, with the main methodological procedures, the literature review, field works, use of maps and statistics. It was found that there are many problems faced in implementation of solar photovoltaic and solar thermal system on capitals and large and medium-sized Brazilian urban context cities, including financial investment, system unawareness and lack of incentives public in all levels of government, Federal, State and Municipal. It is noticed that there is necessary to improve an integrated and efficient design that considers the needs of the general population with respect to energy solar use adaptation and implementation to minimize the potential environmental impacts.
