The literature concerning peer review is scarce; even scarcer are data concerning reviewer decision making processes. Within the data that does exist, there are contrasting results as to how intellectual distance (or relatedness) between reviewer and applicant affects the scoring of research funding applications. The results discussed in this presentation (given at the 2016 International Symposium on the Science of Science at the Library of Congress) support the idea that reviewers with higher expertise tend to give harsher evaluations, potentially due to differential information sampling and weighting. However applicant and reviewer seniority also are found to be significant factors.
